Capel Post Office

At the time of writing we understand that the Capel Post Office will be signing an agreement with the Post Office to change to the new Post Office Local service as from the beginning of October. It is hoped that in the interim some arrangement can be reached which keeps the Post Office open in its current premises.

Post Office Local is a new concept for delivering post Office services from premises of an established outlet. The service will operate from a newly formatted open plan counter that will offer a wide range of Post Office services alongside retail transactions. The Carters store will offer a large selection of convenience products and Post Office customers will benefit from extended opening hours including Saturday afternoon and earlier opening times throughout the week (Monday to Saturday 7:00am to 7:00pm) The Post Office will close on Sundays.

Highways Matters

The Parish Council is dismayed at the lack of facilities that Surrey Highways has access to in terms of keeping the parish road gullies in working order. Many of the gullies in The Street and Vicarage Lane, Capel and elsewhere in the Parish, are blocked and have been so for several months despite having been logged several times on the SCC Call Centre and website. The Parish Council has written to the Surrey County Council Local committee asking for funds to be made available for further investment in gully emptying and Jetta equipment to stop the continuous streams of water flooding down our roads.

Europa Oil Inquiry, Bury Hill Woods, (Coldharbour)

Capel Parish Council submitted strong Statements on highways and transport matters and a Statement relating to Planning Matters to the Europa Oil inquiry held during July. The Council was cross-examined regarding the highways and transport matters (which largely related to the effects the installation of an oil platform would have on Coldharbour Lane and Knoll Road in Dorking). The result of the Inquiry will not be known for several weeks.

Gatwick Area Conservation Campaign (GACC)

A recent Press Release from GACC states that Business organisations and the national press have castigated the Government for the delay in putting forward ideas on where new runways should be built or how the UK can maintain its hub airport status. According to GACC there are currently plenty of slots available at Gatwick and Stansted, and the London airports will not be full until 2030, or well beyond then if the recession continues or oil prices rise. GACC has said that there is no space for a new runway – or at least not one that could operate efficiently – let alone space for a large hub airport and that the company owning Gatwick has expressed doubts about investing in a multi-billion pound runway project with an uncertain commercial return. Street Signs

Mole Valley engineers have agreed to repaint the wording and background on the Mortimer Road street name plates. It seems this is common practice now as new plates are too expensive and of poorer quality. The existing plates will shortly be removed and temporary signs installed during the repainting.

Highways matters – Speed reductions.

Surrey County Council has issued a notice to that it intends to reduce the existing maximum speed limit of 60MPH imposed in 1996 to a 50MPH maximum speed limit on that length of Dorking Road (A24) Holmwood which extends from its junction with the Holmwood roundabout to the Beare Green roundabout, including the entire length of the circulatory carriageway comprise in the Beare Green roundabout.

SCC intend to impose a 50 MPH maximum speed limit on that length of Bognor Road/ Ockley Road (A29), Beare Green which extends from its junction at the Beare Green Roundabout south-westwards and then southwards to a point 123 metres south-west and then south of the westernmost edge of the carriageway of Henhurst Cross Lane (D297) (at its junction with Bognor Road/ Ockley Road A29.)

A copy of the proposed Speed Limit Order together with plans showing the roads to which the order relates are available for viewing at the Help Desk in Mole Valley District Council’s offices at Pipbrook in Dorking. The objection period expires on Friday 29th June.

Policing Matters

The police are currently very concerned about the level of anti-social behaviour in Capel, particulary around the Old Forge Surgery, Laundery Way, the Village Hall and Tennis Court areas. It is beleived to be the same group of youths who are responsible for all the incidents. Offences range from harassment of residents, criminal damage and causing a public nuisance. Residents are asked to report all incidents on the 101 number quoting MV/12/1686. PC 2987 Dootson is the assigned officer.

Highway Matters

The Parish Council has requested that Highways prioritise the resurfacing of Newdigate Road, Rusper Road and Vicarage Lane. A list has also been drawn up of all the outstanding faults reported over the winter and as yet not rectified including all the blocked gullies, flooded ditches and missing road signs.

Local intergrated transport schemes planned by Highways for 2012/2013 include:

A29 Henhurst Corss Lane to Beare Green – £10,000 is allocated for reduction of speed to 50mph to be implemented at same time as A24 Deepdene to Beare Green speed limit reduction.

A24 Beare Green (southbound) near The Weald School – £20,000 is allocated for safety improvements (signing, road markings, pedestrian guard railing and VAS)

A24 Old Horsham Road, Holmwood –£15,000 is allocated to address right turn/vehicle overhang on A24 Central reservation.

Traffic Signs – £10,000 is allocated for and works are ordered for advisory ‘Unsuitable for HGV’s’ in Coldharbour Lane.

Cable Laying In The Street, Capel – June Update

Due to Thames Water’s emergency repair works at the intersection of the A24 and Newdigate Road all other planned road works in the area have been delayed by at least two weeks. Cable laying in The Street, Capel and Rusper Road has now re started but no completion date has been given. Reinstatement of the verges will not be done until completion of the cable laying in the above areas.
