News from Capel W.I.

The AGM was held in  November and the Committee for 2016 was elected. After the usual notices and reports were read we had a refreshing ‘cuppa’ and slice of cake, courtesy of our hostesses of the evening.

After this our ‘crafty’ ladies set about making decorations for our Christmas tree that was put in the churchyard again last year.

On the 5th December several ladies decorated  our tree and very pretty it was too.  When all the lights went on at night it was a beautiful sight and lovely to know the Capel WI tree was there, shining brightly.

Then on the  I  Oth December our Knit and Natter Group gathered at the ‘Star’ at Rusper to have a Christmas lunch organised by Sue McMillan.  We had a thoroughly good time and ate a lovely meal amidst lots of laughs and chat.  Have to do it all again  next year!!

On the 15th December we ended a very successful year by holding our annual Christmas Party in the Village Hall. We all looked very Christmassy and ate scrummy food, had a glass, or two, of wine, took part in two Christmas quizzes and were thoroughly entertained by a brilliant pantomime directed and starring Ann Moon and her supporting cast, Linda, Doreen, Val, Marion, Jessie and Tina. The lighting and curtains were handled by Pauline. It was really funny and had us all in stitches.

It was an excellent evening and a very good way to get the Christmas festivities started.

Charity Race Night – 27th February 2016

The Capel Sports Pavilion Committee and Capel Youth Club are jointly undertaking a Race Night fundraising event in the Village Hall on Saturday the 27th February.  Funds will be divided between the two organisations going towards the new Sports Pavilion and to help relaunch Capel Youth Club.

Tickets for entry are priced at £I 0.00, which will include food. There will also be a licensed bar. If you cannot make the evening then you can still own one of the horses that are running. The cost of ownership is £5.00 per horse with the winning owner receiving a bottle of Fizz. Don’t  forget to give it a good name.

There will be 8 races in all and you can bet on each race. There will also be an auction race at the end. There will also be prizes from the bar for the man and lady most suitably dressed for a day at the races.

We are looking for sponsors for each race. Each race will cost £25.00 to sponsor and your name will go in the programme and repeatedly mentioned during the evening. If you are there you can also present the winning owner with their prize should you wish.

Doors open at 7:30 with the first race at 8:15. Hope to see you there!

Capel Parish Council Notes For February

By the time this issue of the magazine is published the Neighbourhood  Plan Sites Meeting will have been held at Beare Green Community Hall on 26 January to enable residents of Capel, Beare Green, and Coldharbour to view site proposals received and to give their comments. There is a link to the Neighbourhood Plan on the Parish Council’s website  www.capel-pc.gov.uk for anyone who has been unable to get to the meeting to view the proposals and to give their feedback. It is essential that as many residents as possible get involved and give their views because the Neighbourhood Plan can only become a reality if the required majority of residents vote for it in a referendum later this year. 2016 will indeed be a very unusual year for democracy with the national referendum about our membership of the EU taking place as well as the local referendum on the Neighbourhood Plan. As we have seen, other countries have referenda at the drop of a hat, while in England we are far more restrained about these matters!

Following the last issue of the magazine, a Parish councillor attended a briefing about the changes to Surrey’s police service.  There are not going to be a lot of cutbacks but there is going to be a lot of reorganisation within Surrey Police. The local Inspector will have a bigger team but officers will not be allowed to specialise in one particular area. Training will be given to officers to enable them to respond to a wider variety of incidents, so policing will continuing to be reactive rather than proactive.

The good news is that 2 new scramble bikes have been purchased by the Police to add to the 2 bought by the Parish Council and officers will be trained in their use, although the know-how  of the dedicated police officer previously assigned to off road duties in the Surrey Hills area may be lost as he has been reassigned.  PCSOs will no longer attend Parish meetings but crime statistics will be provided.  The chairman of the Parish Council will attend a further briefing in February and an update will appear in the March issue.

Further good news, a new defibrillator has arrived and been installed on the wall of the new Parish Office and Community Hall, which is behind the Capel Memorial Hall.  If you haven’t had training yet you can sign up for it.  Even without training, the machine is very easy to use and guides you every step of the way so there is no chance of “shocking” anyone by accident.

NDP Site Schedule

Details of site proposals in relation to the Neighbourhood Development Plan including schedules and maps can now be downloaded from the parish plan.co.uk website.

Please note that the following proposals are submitted for consideration as part of the creation of the Neighbourhood Plan process and should not be considered as any form of commitment.

The Neighbourhood Plan and Steering Group along with the Parish Council will consider and take full account of views expressed at the next meeting in relation to these sites. The next meeting will take place at Beare Green Village Hall on 26th January 2016 at 7pm.

Comments may also be submitted in writing or by email no later than Monday 2nd February 2016.

A final decision will follow the report of the Independent Examiner appointed by the Planning Inspectorate and the subsequent referendum.

This is your opportunity to have a say about the future of Capel so please attend the meeting to voice your comments or email them.

Capel Sports Pavilion

Lots has been going on quietly behind the scenes as the pavilion project moves forward. Our in house fundraising has now gone past £20,000 and is fast approaching £@5,000. We have also now achieved charitable status and HMRC has recognised this which means we can now apply for gift aid on individual donations which is a real boost. In addition to this we have signed a long-term lease on the building which is a key factor for grant applications.

The Pavillion Trustees have held their first meeting and committees set up for both the Management of th e Building and another for the Building project. the next step on the building project is to survey to the rec to put together a plan to ensure everything is located in the right place and to look at how we can get a top class football pitch and training areas for all sports. Our view is there is no point having a fantastic pavilion if the playing facilities don’t match it.

We are looking for someone to identify and facilitate Grant Applications. If there is anyone in the village with experience in this or who is full of enthusiasm and wants to join us and help out then please let me know.

We are running a race night jointly with the Youth Club on Saturday 27th February so please put that in your diary. if anyone would like to sponsor the evening or a race or buy a horse please let me know.

Capel Lunches at the Village Hall

These lunches are lovingly, and happily, prepared by various organisations throughout the village and open to anyone who would like to join us. Please be thoughtful of the food preparers by notifying Gwyneth in advance on 712637 to let her know whether you are attending or not. This year the dates are as follows:

January 7th, February 4th, March 3rd, April 7th, May 5th, June 9th, July 7th, August 4th, September 8th, October 6th, November 3rd and December 1st.
