The Evergreens

On the 24th November we went to the Imperial War Museum where there was an exhibition to celebrate the centenary of the First World War. It was very interesting and well worth the visit. Afterwards we had a tour round London to see the Christmas lights, made all the more interesting by our coach driver who gave us a commentary.                                                                                     KR

The Old Friend’s Christmas Party

Thank you to everyone who contributed to the Old Friends Christmas Party. It was a wonderful occasion. We had loads of lovely comments. It really couldn’t happen without all of your help.

The raffle raised over £400, which also goes a long way towards the cost.

Best wishes,

Emma

Capel Old Friend’s Party

Chris D suggested I write the article, as a first time guest.

Having, like several others, sometimes been a helper, it was a new experience.

Guided into the hall with friendly greetings to view lovely decorations, balloons, Christmas trees, baubles, bespoke table decorations. and hand-made napkin rings.

Then drinks were served continuously to over a hundred people, followed by a welcome and “staff news”.

Vicar Liz said grace, and we were all served a plate of delicious food within 20minutes!

Entertainment followed the pudding, and the jolly duo had people dancing and tapping their toes, with familiar songs.

Then came the excellent raffle and tea fcoffee and mince pies, and Freda’s traditional lead for Auld Lang Syne.

Welcome to the trainees who have graduated to take over, from those who have, after many years stepped down.

If this was a media review it would say Food *****

Thank you all for our lovely event

Housing and Traveller Sites Plan Update

On the 9th December Mole Valley District Council agreed that the preparation of the HOUSing and Traveller Sites Plan be terminated.

In order to fulfil our wider planning responsibilities, including the protection of our Green Belt, the Council takes the preliminary steps necessary to prepare a new Local Plan in line with the requirements of the National Planning Policy Framework.

Several events have occurred which have led the Council to this decision.

The first concerns the possibility that the proposed Plan would not be found sound by a Planning Inspector. This concern has been triggered by what we have seen happen to similar plans to ours. Planning Inspectors have been taking the view that housing numbers in local plans should be based on an assessment of needs, rather than figures taken from now revoked Regional Plans. The figure Mole Valley was working towards was taken from the revoked South East Plan and we are concerned that if we were to submit the Housing and Traveller Sites Plan for examination it would not get past a Planning Inspector.

Secondly. the HOUSing and Traveller Sites Plan would almost certainly have proposed some land being taken out of the Green Belt and allocated for housing development. Recent statements by Secretary of State Eric Pickles about the Green Belt have emphasised the Government’s view that when planning for new bUildings, protecting the Green Belt must be paramount and priority given to brownfield sites.

We also know from our consultation and engagement with local communities that there is a strong body of opinion that is opposed to any loss of Green Belt land for new homes.

Finally, we have seen an increase in the number of homes in Mole Valley that have been granted planning permission and the number in the pipeline is also healthy. This has reduced significantly the amount of land that might have been required. It also strengthens our ability to resist development in inappropriate locations.

These issues have resulted in the Council deciding to terminate work on the proposed Housing and Traveller Sites Plan. However we are mindful of the Government’s requirement that local planning authorities prepare local plans to provide clarity about where and what type of development will and will not be permitted in the future. Therefore the Council will shortly need to embark on the preparation of a new Local Plan that will not only address the need to provide new homes but will also look at all the other issues we face, including jobs, infrastructure and safeguarding the environment of Mole Valley.

Gatwick Consultation – Gatwick Airport Second Runway

The Parish Council hopes that everyone will find the time to respond to the Consultation Document -‘Gatwick Airport Second Runway’, and that they will also encourage friends and neighbours to respond.

A second runway at Gatwick would devastate this area as we know it today and would leave very little open countryside between here and Dorking.

The following notes are taken from a meeting of the Council earlier in November and will form the basis of the Parish Council response to be submitted at the end of January 201 S. Please refer to the Parish Council website at www.capel-pc.gov.uk for further documents which will be published in early January (GACC response) and Mole Valley District Council’s response around January 22nd. Responding to Consultation Document on Gatwick Airport Second Runway

Document available at: https://www.gov.uk/government/news/airports-commissions-publishes-consultation-on-shortlisted-options-for-a-new-runway

  1. Respond to the Question: Must address the Q. but possible to add comments
  2. Give a clear NO to Gatwtck Airport option
  3. Clear YES to H’row but to not argue which of H/row options ~ let others decide.
  4. Focus on airport option, not other issues.
  5. Be proactive and take a positive view

Gatwick Masterplan does not show the Crawley North East Sector -1,900 houses for 6,000 people plus schools, other employment areas and open spaces within 600m of the proposed runway. Development is already implemented.

Para.3.5 pg.37 -total of 168 residential properties He within airport land take and are likely to need to be demolished …..

Loss of GBelt land … Redhill Aerodrome court decision Oct 2014 GB loss not supported Rara.3.9 pg 38 ‘requirement’ …. Will lead to impact on rural road network

Para. 3.18 pgA I -competition .. why should we be part of a process to enhance competition. Para.3.20 pg 41 -Cargo Growth to 1m metric tons

Employment/housing/transport

GAL (Gatwick Airport Ltd) say 122,000 new jobs -this equates to 30,000+ new homes + new homes in the countryside

HEATHROW can meet this provision from brown field sites (a big plus for H/R) HEATHROW links-benefits:

  • Cross rail
  • HR2
  • Motorway network
  • Links from regional airports
  • National Rail network
  • Minimal impact on rural roads

Gatwick requires enhancements to: M23/M2S

North to London is single carriageway after M23/25 junction & cannot be improved Upgrade rail links

Not benefitting from National networks

Not realistic

Environment : Air quality: Noise : Impact on living conditions of the community.

Impact on schools

Minimal impact from HEATHROW proposals

Regional hubs support HEATHROW : (Aberdeen, Glasgow. Leeds, Liverpool, Newcastle) MANCHESTER Airport outraged that there is nothing for the north

Compare Pros and Cons

No legal obligation on GAL to refund Council tax – a false promise and impossible to calculate. Compensation is rubbish.

Gatwick interested in added value in order to dispose of-just for profit Financial viability figures are lacking -they say it is commercially sensitive Add to the issues missing: transparency, implementation, achieving their aims.

Proposals would make Gatwick larger than HEATH ROW

HEATHROW already has better rail and road infrastructure & employment.

Major stacking would occur over Gatwick

GATWICK AIRPORTS LIMITED is highly commercial opportunity, their views are only monetary Protest meeting about PRNAV with planes taking off at 56 second intervals

No space to create more rail or roads at Gatwick

Extending H/row runway is sensible

Many businesses I companies support H/row

ADHD Centre In Capel

For the past 35 years I have worked with children and young people, many with “challenging” behaviour. I remember certain characters that would burst through the youth club doors and thinking “oh no, her we go!”. I also have diaries of the years I managed Leslie House, a homeless hostelin Dorking and have enough material to write a TV series one day!

It was in the early nineties that Attention Defecit Hyperactivity Disorder (ADHD) became more widely understood. During those years, when John and I ran a foster home at Westcott, I learnt firsthand the difficulties of living with complex and impulsive individuals.

In 2001 I founded the first Studio ADHD Centre in Dorking and then in 2004 we moved to Capel and replaced Ken Newel’s greenhouse with the Studio building. Since that time we have been inundated with requests for help and have to limit beneficiaries to those in Surrey, although we believe the Studio is unique in its style in the UK.

As a Charity we have been dependent on the local authority for grants from education and youth services to fund the salaries of key staff posts. However due to cuts to all services, Surrey County Council no longer funds us and previous grants for salaries have ended. It is now an exceptionally competitive to secure funds from the lottery and Children in Need, etc, which is why we have had to launch a local appeal, both in the press and on our website, to raise £50K to ensure The Studio can stay open.

We appreciate the regular donations and support from the John Ede Trust, the Capel’s Mens’s Group, The Music Festival and other donors and hope that we can encourage further support from those who understand the value of The Studio as a local charity.

Capel Horticultural Society AGM

The Society’s annual General Meeting was held on November 11th in the Capel Village Memorial Hall. Nearly thirty members attended and had the benefit of a range of refreshments before and after the main meeting so there was plenty of time to chat. The Chairman reported that the society, now in its 121st year, is in good shape and that we had two really well-supported Shows during the year. At the meeting Dr John Ashwood told us that he was retiring after several years as the Society’s President. We are sorry to lose him, and he was thanked for all his support. Neil Carter was nominated and elected to succeed John. We are very fortunate that Neil has taken on this role and look forward to the future with him to help guide us.
