The Gatwick Airport Conservation Campaign has published illustrative but not definitive maps of take-off and landing routes from a second Gatwick runway. The maps can be viewed at www.gacc.org.uk/latest-news. Gatwick Airport Ltd have stated that they are looking for a location for a new runway between the airport and Crawley. In 2003 when a similar proposal was last discussed, BAA, the then owners of Gatwick. stated that any new runway south of the existing runway would need to be operated in mixed mode, that is, being used both for landing and for taking-off as is the case with the existing runway. The existing runway would also need to continue in mixed mode. At Heathrow. which has two runways, one is used for landings and one for take­ offs, which is called segregated mode. That is practicable because four out of the five terminals lie between the runways.

At Gatwick, however, the two existing terminals lie to the north of the existing runway. It would not be possible to operate a two-runway Gatwick in segregated mode because aircraft using the new southern runway would need to cross the existing runway to reach the existing terminals. The only practicable way to operate a two-runway Gatwick would be in mixed mode, so that aircraft using the existing runway would use the existing terminals, and aircraft using the southern runway would use a new terminal between, or to the south of, the runways.

Gatwick Airport Ltd have stated that they are consldering a close parallel runway or a wide spaced runway. In the case of a close parallel runway, arrivals and departures would need to be synchronised in order to avoid dangerous wake turbulence. That would severely limit the capacity of the airport, and is unlikely to appeal to the Airports Commission.

The maps are therefore based on a so-caned ‘Wide-spaced’ runway as shown in the 2003 Air Transport White Paper, and in the 2012 Gatwick Master Plan, 1,035 m to the south of the existing runway -the closest together that is permitted under international regulations for independent operation.

Take-off routes. With independent mixed mode operation it would frequently occur that two aircraft were taking-off Simultaneously, in the same direction one from each runway. Initially they would be on two parallel tracks 1,035 m apart. Flight paths would need to be designed to avoid mid­ air collisions.

When taking-off towards the west, the safest route would be for aircraft from the new southern runway to peel off left, close to Horsham. Alternatively they might be directed to take a Wide swing round to the north and then to the east, taking them over the Surrey Hills AONB, and the southern side of Dorking, Reigate and Redhill.

Aircraft taking-off towards the east would need new flight paths, with the existing flight path to the south-east (Seaford Easterly) having to be moved further east, possibly over East Grinstead (shown on the map as a dashed blue line).

Approach paths. Most aircraft approach Gatwick from the east, keeping to a straight ‘glide-path’ for the final 10-15 miles.

With two runways operating independently. for the final 10-15 miles there would need to be two parallel approach paths, one kilometre apart. So the approach path for the new southern runway from the east would pass directly over Dormansland.

At present aircraft fly on a wide variety of routes over Sussex (all passing over the Ashdown Forest AONB) before joining the final approach path. If that dispersed system continues, the effect of a new runway would be merely to double the number of aircraft in the sky. In a few years’ time however, as a result of improved navigational equipment, the flight paths are likely to be concentrated onto a few routes in the same area. With two runways and twice the number of aircraft, the number of such concentrated routes would be likely to double. Itis not known where these routes might be -the maps are purely illustrative. A similar situation would apply for aircraft approaching from the west. There would be two parallel approach paths I km apart for the final 10-15 miles. And double the number of concentrated flight paths approaching from the south.

Gatwick Aiport

Gatwick Airport Ltd (GAL) has recently formally told the Airports Commission that it Wishes to build a second runway;

Has said that it is concentrating on the area between the airport and Crawley;

Has announced that it is examining a close parallel runway. ora staggered runway, or a Wide-spaced runway;

Has told Parliament that it envisages Gatwick ultimately becoming larger than Heathrow;

Has allocated £10 million in the next two years to develop its runway plans;

Has commissioned two high-powered London PR companies to sell the runway plans nationally and locally.

The Commission, which has the task of deciding whether the UK needs a bigger hub airport, and whether a new runway is needed in South East England, is proceeding methodically and has set Out its programme leading up to its final report in summer 2015.

Outline plans for new runways have to be submitted to the Commission by 19 July 201 3. GAL has promised to consult ‘stakeholders’ on their new runway plans but itis not yet known whether this will be before or after submitting them. There will also be an opportunity for comments. on the plans to be sent direct to the Commission. Later this year there are due to be more discussion documents on hub airports. and on the environment.

In December the Commission is required to produce an interim report. Thls will contain proposals for short-termactlcn to improve capacity of existing runways. It wit! also contain a short-list of proposals for new runways to be taken forward for firrtherconslderaticntn 2014.

It is probable that on the list will be: a new runway (or runways) at Heathrow, a new runway at Gatwick.a new runway at Stansted, and a new airport in the Thames Estuary. At Heathrow new proposals have recently been put forward for extendIng the airport westwards over the M25. During the course of 20 14 the Commission will be assessing the merits and demerits of each of the sites on the short-list. Local authorities will need to ensure that an the facts available to the Commission are up-to-date. For example. Crawley will need to remind them of the 2,000 new houses being built close to the end of a possible runway.

There is no sign that the Commission is intending to seek the views of the public or of local councils on the broad issue of whether they are for or against a new runway. But the county and district councils around Gatwick may wish to undertake research. either individually or jointly. into speciflc aspects. For example:

  • whether the new flight paths would go over Horsharn; or over Dorking, or over Reigate. or over East Grinstead;
  • what would be the impact of 40.000 neW jobs in the Gatwick area? i + what would be the impact on housing. schools and hospitals?
  • could the local roads cope?
  • how much countryside would be left?

Finally, in summer 2015 after the next election, the Commission is due to produce its recornrnendatlons for when and where new runways shou.ld be built. When (before July 19) GAL produce their plans for possible locations for a new runway at Gatwick they will invite the views of local councils. The Parish Council has it on good authority that should a second runway be built between the Airport and Crawley the amount of air traffic noise experienced over Capel would double over what it is today.

Vachery Triathlon Festival – Sunday 21st July

The Parish Council has written to Surrey County Council to convey its concerns regarding the planned road closures for this event.and asking that it rescind its closure declsions. The organisers plan to close roads on the cycle route for eight hours (between 6am and 2pm). The Parish Council is pointing out that the Vachery Triathion is a private, profit-making enterprise which will be making commercial gain at the expense of local businesses along the route and on the feeder roads leading to the loss of essential summer weekend trade and drastically affecting the sustainability of those businesses. The roads in question include parts of Bognor Road (A29); Lake Road, Ockley; Leith Hill Road; Etherley Hill; and many of the feeder roads on to the A29. Parish Councillors consider that the event should be run on the same lines as the two Ride London races to be held on August 3rdand 4th and the Tour of Britain race on Saturday 21st September where the vast majority of theraces will be delivered under a temporary ‘rolling closure’ enforced by police and the National Escort Group closing the roads as the race approaches and opening again once the cyclists have left the area.

Surrey County Council’s Project Horizon (the 5 year programme for resurfacing Mole Valley’s roads)

In early May the Parish Council will be meeting with Highways to establish the time schedules to be attached to when the respective roads listed In the project details will actually be resurfaced, and importantly when the drainage works necessary before. this work can happen will be undertaken.

Mole Valley Green Belt Boundary Review

The review was discussed on March 18th at a meeting of the full Parish Council but

the Council’s response to the consultation will not be prepared and submitted until the 28th March when the consultation ends. However, although this magazine will not be distributed until after this date you will still be able to submit your response for a few days after that time.

Listed below are some of the points which the Council will be using for guidance in its own response. The Council’s full reply will be in the May edition of the Magazine:

1. The Green Belt Review is a non-statutory review to inform the next stage of the MV LDF in relation to sites for development

2. The MV Housing Requirement up to 2026 is 3760 dwellings,- provision to date in the plan period is 1,480 dwellings.  In addition planning permission has been granted for 400 dwellings – not yet implemented making the total provision 1,480 + 400 = 1,880

3. Requirement for the Plan period to meet housing need is therefore 1,880 dwellings or 145 per year, this requirement will increase year on year with any annual shortfall becoming cumulative. Each local authority has a legal obligation to meet its own housing requirement up to 2026.

4. Housing on sites in the Dorking Town Centre Action Plan has identified 160 dwellings. No other brownfield sites have been identified nor have any windfall sites come forward. In summary, sites need to be found in MV for 1700 dwellings.

5. The Green Belt Review is National with some authorities already having identified GB Sites to meet their housing need.

6. It is anticipated that sites for 500 dwellings will be found in urban locations (windfalls) on pre- Developed land. Provision on GB sites will therefore need to be 1000-1200 dwellings

7. Ockley Parish will only make a minimal contribution as the majority of the parish is outside the Green Belt (maybe 50 dwellings)

8. Based upon a density of 30 dwellings per hectare or 12 dwellings per acre, 50 hectares of Green Belt land will need to be found within Mole Valley. The percentage loss of Green Belt land in Mole Valley if the above 50 hectares (123acres) were implemented would be 0.2%

9. Although it is important not to adopt a NIMBY approach that does not mean we have to identify sites in Capel Parish.

10. We need to consider reasons why, IN PLANNING TERMS which sites have or have not been identified.

11. We could evaluate other more urban and sustainable locations to justify our recommendations.

12. In considering Green Belt issues we need to have regard to the 5 Green Belt purposes:

(i)  to check unrestricted sprawl of built up areas (this could include village urban areas)

(ii) to safeguard countryside from encroachment

(iii) to preserve setting and character (including conservation areas)

(iv) to prevent merging

(v) to assist urban re-generation i.e. use of brownfield sites

13.The National Planning Policy Framework says: (i) the aims of the GB remain (as above) (ii) the GB should be considered when the Local Plan is being reviewed (that is what is happening now (iii)development must be sustainable (iv) exclude land which it is not necessary that it remains open (part of our evaluation) (v) to safeguard space and recreation land (vi) to ensure any revisions to the GB are permanent (vii) to define physical features (this will import on reasons for protection of GB)

14. Of importance for Capel and Beare Green: To prevent loss of GB land for development in the villages regard must be given to:  sustainability; facilities; character; conservation; highways ie parking in The Street.

15. Inappropriate development in the GB should not be approved except in EXCEPTIONAL circumstances: here it is crucial that all other options in MV would have been exhausted

16.Substantial weight should be given to harm caused by any GB loss

17.Exceptions where pp may be granted in the GB: agriculture/forestry; extension or alteration to building not disproportionate to original;  replacement of building not materially larger than original limited infilling in village and limited affordable housing for local community needs; limited or partial infilling pdl (ex- temporary buildings) and redundant to use.

18. Beare Green considerations: the PC has already supported the re-development of Godwins (a GB site) with 24 dwellings proposed, the MV figures do not include this site.

19.Capel considerations:  land south of Vicarage Lane and East of The Street is protected (Nature Reserve); land north of Vicarage Lane and east of The Street is protected by playing field; land west of the village (north of Coles Lane) Cemetery and village setting-open countryside; nature of road ie narrow, parking etc;  impact upon Conservation Area

20. Other MV locations could be considered but care would need to be taken not to be seen as avoiding any proposals for MV.

 

The Crucial way forward in making sure the parish can manage its own destiny is for the community to undertake a Neighbourhood Plan. This would be promoted by the Parish Council but undertaken by a cross section of the community covering the views of residents and businesses on all aspects of the community including housing and development. The Parish Council would be looking for volunteers from the Parish to help in setting this in motion within the next few months.

Surrey County Council’s ‘Project Horizon’

This is a £100m investment programme by Surrey County Council to deliver significant improvement in Surrey’s road network over a five year period from 2013 to 2018. The programme will invest a minimum of £10m in Mole Valley’s road network and enable over 55km (10.3%) of the Mole Valley network to be replaced. For Capel Parish during year one (2013/14) Anstie Lane starting from its junction with Coldharbour Lane for 1600m South will be resurfaced as will Coles Lane from its junction with Wear St to Ockley Court road Bridge. Year 2 (2014 /15) will see Newdigate Rd from its intersection with the A24 / Trig Street along its full length to Newdigate – resurfaced.

At some stage during years 1 to 3 of the programme Rusper Road from its junction with the A24 to the Sussex border will be resurfaced as will Vicarage Lane. Works sorting the flood problems between Charlotte Broadwood flats and the Old Vicarage and opposite The Old Police House in Vicarage Lane will have to be undertaken prior to any resurfacing works and the Parish Council will continue lobbying for this work to be undertaken at the earliest possible time.

All roads on the Operation Horizon Programme will be assessed to determine the reason for road failure. This will include assessment of the underlying road base and top surface. Depending upon the needs analysis one of three options will be selected:  full reconstruction, replacing the underlying road base and top surface; partial reconstruction, replacing top road surface only; surface treatment, an additional road surface will be added to remove surface defects and seal the road from future water egress.

The right engineering option will therefore be selected for each road depending on its specific need, while regardless of solution all work will ensure the road is fit for purpose for at least the next 10 to 15yrs.

Mole Valley Green Belt Boundary Review

This review has come up at very short notice with Mole valley Council inviting ‘views on its initial thoughts about reviewing the Green Belt Boundary around Mole Valley’s towns and larger villages by March 28th’. The Green Belt boundary review document and related information is available to view and comment on by visiting; www.molevalley.gov.uk/localplans and following the links.

Because of the short notice, the Parish Council’s response to this consultation will not be prepared and submitted until the 28th March but will be discussed by the Council at its meeting on Monday 18th March. The Parish Council is aware of residents’ concerns about this review and if felt necessary will arrange further discussion in due course.
